Is there any case that changed from earthquake safe zone to danger zone?

Is there any case that changed from earthquake safe zone to danger zone? As plates move, I think that earthquakes belt will change over time. But is there really a case in which the earthquake-safe zone was replaced by an earthquake-prone region for such a shift or for any other reason? Or is there a region that is predicted to be an earthquake hazard zone in the future?

Look at Oklahoma, it was earthquake free until they started disposing of fracking waste water in deep wells.

The U.S. Pacific Northwest is an earthquake zone due to thrust quakes caused by the Juan De Fuca plate diving under the North American plate. Eventually the Juan De Fuca plate will be gone. There should be a short period of much reduced earthquake activity until the Pacific plate starts diving under the North American plate.
