I hope I understand the problem correctly...
If the quarry's elevation is -20 meters, then that means it is 20 meters BELOW sea level.
The basin is 4.3 time as far below sea level as the quarry is, so that's 4.3 * 20 meters = 86 meters. Expressing this as an elevation (where negative means below sea level), the basin's elevation would be -86 meters.
