I'm guessing your working with Photoshop. It sounds as if everything is on one layer. In Photoshop, when you add text it does automatically make a "new" layer for just the text elements. So I could probably be more helpful if you could tell me the exact program. Having said that, one of the first things I would do is zoom in very close to your design and then try clicking on the separate elements. If all else fails. With the program that you are using find out how to, or even if you can, "lock" the element. If you can Lock, the background you should then be able to move the text and it not affect the background at all.
