Since it's estimated that there are still billions of lines of code in use, certainly that many active. Ever? COBOL's been in use for over 50 years, and moderately complex programs easily exceed 20000 lines (including expanded copybooks, etc.) so wouldn't surprise me if it's upwards of half a trillion overall.
