Aquinas: Angels as a Separated Intelligence

Basically, how can an "intellectual substance" exist? Is this basically substance dualism?

The word substance here refers to the quality of being. Angels are intellectual in substance, because they are pure spirits. It’s not substance dualism because, while angels have minds, they do not have bodies. They are not bound by time or space.
