Certainly, the elements were created before the formation of the earth (with the exception of radioactive decay products and what humans have done in laboratories), but that doesn't answer your question.
As for minerals, a quick check of the List_of_minerals page in wikipedia sports over 100 mineral (and mineral group) names under the letter A alone. If we take your premise that 60 minerals were created through the reactions of atoms and molecules in the nebula and that there are more than 60 minerals today, then we can say with 100% confidence that not all minerals were created before earth's formation.
That still didn't answer your question, but considering that earth has a lithosphere and magma, I think it's safe to say that the minerals present today were formed after the formation of the earth (since the ones formed before and during the earth's formation would presumably have been recycled into "new" minerals by now).
