What is meant by "busy"?

What do web developers mean when they think something will make their site look "busy"?What gives this feel of busy-ness?

Busy means congested. tight, restricted. Same as when people write on a postcard using every square inch. Versus only using the designated area for your message. This can be ANYTHING. From blinking fonts, text to close to the edge, Fonts of to many different sizes, to much text on one page, to just to much!
