What are the roles of engineers in infrastructure, and economic development?

One argument for explaining China's high growth rates has been that it gives engineers greater prominence. More Chinese leaders themselves are engineers. Engineers are practical, while theoretical science is less practical. America makes lawyers & accountant business more important than engineers.

It's a theory, but it may be right.
