The smallest value will occur when your numerator is positive and is large as possible and your denominator is negative and as small as possible
So in this case the smallest possible positive integer less than 20 would be 1
so let z = 1
now we want the largest value for the numerator so we want a large x and a small y
so let x = 19 and y = 2
then our result becomes
(x-y)/-z
(19-2)/-1
= -17 and that would be the smallest possible value
