Molarity is moles of solute per liter of solution.
The density of water is 1g / mL (which is the same as 1 kg / L)
So that means we have 1.35 L of water, and into that we are dissolving 43.6 moles of CaCl2 (our moles are 43.6 and our liters of solution are 1.35L)
so 43.6mol / 1.35L = 32.3M solution.
That said, I would reread the question. Does it say 43.6g of CaCl2? 43.6 moles cannot dissolve in 1.35L of water at any temperature.
