Indigo dye is insoluble in water. When dying, indigo is generally treated with a reducing agent to produce 'indigo white' or 'leuco-indigo': this compound is soluble in water. This solution can be used to dye cloth or other materials and will oxidize in the presence of air to regenerate the insoluble indigo. If you really needed to dissolve indigo blue, an organic solvent would be more appropriate than water.
