Since more than 50% of English comes from Latin (either through Old French or direct loans from Latin), if you are judging from the English lexicon only, it would be difficult to say if English is a Romance language or a Germanic language. The structure of the language, however, is very decidedly Germanic. In fact, French, which had such a big impact on English vocabulary, had almost no effect on its grammar. To see this, just try diagramming some English paragraph and then a Spanish one. You'll see grammatically they are very different. Then do the same with English and any Germanic language (even North Germanic languages from Scandinavia). You'll see they are *very* close.
There are a small number of linguists who claim that English is in fact a Creole language (that formed from a Pidgin between Anglo Saxon and French). But for the reason mentioned above (and others), this is not widely accepted, and nearly everyone classifies English as a Germanic language.
