Yes ofcourse like many other substances water too can sublime but under certain conditions. As we know water has 3 states Solid, Liquid and Gas. Water in solid form converts to liquid form at 273 K and liquid to vapour at 373 K at atmospheric pressures. Using Phase diagram we can vary the T and P conditions according to our suitability. If somehow we prepare a system where without increase in T we just lowers the P then we may sublime water.In case of water this may be achieved below 0.06 atm and normal T.
