JPL has an active page about the Voyager missions, as well as a system status page. It says the cameras were turned off to conserve power. I can summarize some of the points, though: there was no way to develop film out there, so the cameras were digital. They could transmit 8oo lines of 8oo pixels each, and the probes were the first considered "programmable".
