Keep in mind that we are given two very different accounts of the origins of Narnia in Lion, the Witch and the Wardrobe as opposed to in the Magician's Nephew. It would seem that the Deep Magic is a force that the Emperor (God) used to create Narnia. As such, it would seem that the Deep Magic is less than God even as it is something that binds Aslan. He is only able to defeat the White Witch because he knows of a "Deeper Magic."
