What's the difference between long vowel "e" and the dipthong "ei" in Latin pronunciation?

Latin 'ei' was pronounce like the a in English 'race' or 'rake'. But the Latin 'ē' was pronounced in a way that doesn't exist in English but that in IPA can be rendered as [eː]. This sound exists in German in words like Tee (tea) or See (lake).
