The word "of" in a word problem always tells us to multiply. 2/3 of 42 means to multiply 2/3 x 42.
You seem to be missing part of your problem, but multiply your missing decimal by 8000 to get your answer.
To find out how many runners did not finish the race, take your two decimals and add them together. If your missing decimal is .31, then .65 + .31 = .96. To find the decimal of those who didn't finish, subtract from 1, so .04 of the runners did not finish the race. Again, multiply .04 x 8000.
