Weather is the environmental (primarily atmospheric) conditions at a site at a given point in time or over a small stretch of time.
Climate is the typical weather conditions of that time and place over many years. This will be expressed both in terms of averages and also the variability in various metrics, and should account for seasonality and location. The time span should be long enough to account for effects like El Niño years, etc.
