Yes, it is true that all three of these composers studied in Vienna. Haydn was even one of Beethoven's teachers. Haydn also met Mozart on many occasions in Vienna in the 1780s. It is not certain if Beethoven and Mozart ever met, but it is believed that they very well could have while they were there.
