Incumbents are difficult to defeat for three big reasons. 1. They have the name recognition. On ballots they are listed as being the incumbents so they have that recognition. 2. They have the Franking privilege which means they can mail flyers and advertisements out for free. 3. They have an established war chest for reelections.
