If Governmental Statistics do not exist, what data in journal articles gives you an idea of how serious a problem/issue is?

This a question I got from my college professor for a literature review and I'm completely stumped!

I basically think that this question is asking "Without government statistics, how would you know how problem/issue is?"

I really can't answer it i'm confused and I've been trying for hours. HELP!

If you believe the question is asking a government without statistics then it would truly be impossible to figure it out. A world or a government without statistics wouldn’t seem to last. Without statistics you can’t figure out the problem or the solution. Because of statistics we was able to win WWII and aided in cracking the enigma code. Nearly our whole lives is run on statistics so if a government were to go without the chaos would occur and the problem would worsen
