You would use Dalton's Law of Partial Pressures to determine the pressure of the Ne. In order to do this, you need a table showing the vapor pressure of water at various temps. The table I have show that the Pvap of H₂O at 27^oC = 26.74 mmHg

So,

753.4 mm Hg = P_Ne + 26.74 mm Hg
