I don't think this can be solved without knowing the molarity of the base. Since each OH must be neutralized with one H, the number of OH units must be known.
So, I assume the NaOH is a solid.
75g NaOH x ( 1 mol NaOH/40g NaOH) x (1 mol HCl/1molNaOH) x (1 L HCl/1.25 Mol HCl) x (1000 mL/1 L) = number of mL HCl required
