the empircal rule is 68-95-99
actually it's 68-95-99.5 but use 99 as it's more simple here
99% of the data falls within 3 standard deviations from the mean
3x4 = 12
43 plus or minus 12 is the 99% confidence interval. (31,55)
It's really a 99.7 confidence interval, but to narrow it a little you'd need z tables or a calculator
