Disagree. The only neutral salts are those that are made from the reaction of a strong acid with a strong base. If the reaction is between a strong acid and a weak base, the salt would be acidic. If the reaction is between a weak acid and a strong base, the salt would be basic (alkaline). And if the reaction is between a weak acid and a weak base, the pH of the salt solution will depend on the pKa vs. pKb of the acid and base respectively. So, you can see that there are many more possibilities that produce an acid or alkaline salt than there are that produce a neutral salt.
