Dealing 4 cards from a standard deck of 52 cards?

permutation or a combinations and why? In a deck of 52 cards  dealing 4 cards?

Combination does not matter the order in which the cards are dealt.  Permutation does concern itself with the order.  I can see how this question could be confusing.  The thing here is that it doesn't matter which four cards are dealt or the order in which they are dealt.  Since the order doesn't matter, it would be a combination.
