To round, we need to look at the hundredths place:
15.4__
The simple matter is when there's a 6 to 9 in the hundredths place:
15.46, 15.47, 15.48, 15.49
The trick is 15.45. It depends on what's being taught. Some people will say that if there's a 5, you round up always. Others will say that you round up only if there's an odd number in the rounding digit's place to make it even, and to round down if it's even to keep it that way.
15.5 is odd, so I would suggest that 15.45 would not round up in this case, but again, remember the lesson your teacher has informed you about your rounding rules here.
