Temperature changed from -7°F at 6am to 7°F at noon.  How much did the temperaturei crease

I know the answer is 14.  Why isn't it -7+7 
Or -7+ x = 7?

The way to calculate this is:
 
change in temperature = (final temperature) - (initial temperature)
 
[Note this is equivalent to the second equation that you wrote.]
 
final temperature = 7°
initial temperature = -7°
(final temperature) - (initial temperature) = 7° - (-7°) = 7° + 7° = 14°
 
If the result is positive, it is a temperature increase.  If the result is negative, it is a temperature decrease.
