Since f(x) = 3 / (2x+b) and f(2) = -2, then 3 / (2(2)+b) = -2
3 / (b+4) = -2 -2(b+4) = 3
-2b - 8 = 3
b = -11/2
So, f(x) = 3 / (2x - 11/2)
Therefore, f(10) = 3 / (2(10) - 11/2)
= 3 / (29/2) = 6/29
