You are starting with half of the recommended concentration of the lemonade mixture. This equates to a concentration of 50%.
You measure 10 mL of this 50% solution and add 30 mL of water. The total (final) volume of the solution = 10 + 30 = 40 mL.
C1V1 = C2V2
C2 = C1V1 / V2
= (50% x 10 mL) / 40 mL
= 12.5%
