x = the amount the tank will hold when full
if it's 40% full, it's 60% empty
.60x = 21.6
x = 36
the tank will hold 36 liters
this problem is tricky because you have to realize the 21.6 liters corresponds to 60% of the tank

I believe the 21.6 corresponds to 60% of the tank because it's already 40% full. I would go with 36 liters
as the answer.
