I think your question may be unclear because it lacks context: I can't tell exactly what you're doing with this question (a survey, maybe?), but if this is the only question you are asking, you may need to add more to it, such as a definition of "euthanasia," if you want respondents to be able to understand what you're asking. It's also likely that people are reluctant to respond to a question that seems far more complex than a simple Agree/Disagree response allows for. They may wish there were some "Agree, but..." or "Disagree, but..." options available.
