y=1/(x+3) +3 is the ONLY CORRECT way to express this rational algebraic function.
Its domain is all Reals except x= -3.
Range: all Reals except 3.
 
The way to find the range is to find the inverse of this function; the domain of the inverse is the range of the original function.

Note, that the variable part 1/(x+3) CANNOT become zero. That is why we need to exclude the value of 3.
