Since you are trying to find the population in the year 2000, and 't' represents how many years it has been since 2000, all you have to do is plug in 0 to the equation. That is because 2000 represents your 'starting time'. So, if you plug 0 in the equation, you would get the following:
28,000(1.04)0 [plugging in 0 to the equation for t]
28,000(1) [remember that any number raised to the 0th power is 1]
28,000 is the population in the year 2000.
