As the pH goes down (becomes a lower number), the acidity increases. So, pH =1 is much more acidic than pH = 6. Also recall that a pH = 7 is neutral. A pH greater than 7 is alkaline (basic) and a pH less than 7 is acid. So, to answer you question, a pH higher than 5.6, such as 7 or 8, would NOT be acid. Any form of precipitation with a pH BELOW or LOWER than 5.6 would be considered as acid rain.
