What this problem is asking you is essentially look for numbers divisible by 9, that aren't 9 or 18. If you're having trouble with thinking of the numbers off the top of your head divisible by 9, you can solve by working it the other angle by multiplying by 9 instead:

3 * 9 = ?

Just do it a couple more times with this:

__ * 9 = ?

And you'll have your solutions.
