The number of people comes in when you look at cost per serving.  For x people, the cost is 12x.

It costs $800 regardless of the number of people, so the total cost is 800 + 12 x.  This total can't be more than $1500.  So the inequality will be

800 + 12 x <   1500

 

Then you solve the inequality.
