Dyana, this question is better solved by looking at where these elements fall in the periodic table. Elements that belong in the same group have similar chemical properties and hence are considered chemically similar.
The question asks about arsenic, so arsenic is our reference point. Arsenic belongs on the group 15 elements normally known as the Nitrogen family elements. So Nitrogen is the best answer.
NOTE: Don't be confused about the fact that arsenic is a metalloid and nitrogen is a nonmetal.
