The question is sometimes easier understood when you convert a fraction into a percentage.
3/5 is the same as the decimal .6 and the percentage 60%, so it wants to know what is 60% of the whole set.
What it is asking literally is for you to multiply your whole set (15) times the fraction it is asking for (3/5)
