So the difference between the 3rd and 5th line is that the sqrt is gone. So to get rid of a square root, you would square it. Squaring the square root removes the square root giving you only (0.042x+16) and since you have to do the exact same thing to the other side, squaring (-18) gives positive 324. So the missing line will be 324=(.042x+16) or B.
