Slope-intercept formula is...
y=mx+b
m is the slope.
b is the y-intercept, the value of y when x=0.
The y in this formula, has no coefficient.
In the formula you provided, it has a coefficient.  This must be resolved.
3y = 2x - 3 
Let's divide both sides by 3...
(3y)/3=(2x-3)/3
y=(2/3)x-1
slope is 2/3, Answer B
