While using a survey instrument, John Doe notes that 65% of respondents prefer meeting for evening class once a week for an extended period of time versus 45% who prefer to meet twice a week for the scheduled time. These statistics are.

The information contained in your post appears both erroneous and incomplete.  Adding 65% and 45% brings us to 110%.  Is it 65%/35% or is it 55%/45%?

 

If John Doe surveyed everyone planning to take the evening class, the results of the survey would be descriptive.

 

If John Doe surveyed only a fraction of those people who planned to take the class, the survey would be inferential, and it would then be appropriate to calculate the margin of error based on the sample size.
