Let's start with what we know: the call cost $1.83.
First, let's find out how much of that was at the $0.99 rate:
$0.99/minute x 10 minutes = $9.90
So now we know they were on the phone far less than 10 minutes. Therefore the entire rate of the phone call is at the $0.99/minute rate. The rate does not change. Let's call the number of minutes she was on the phone "x". The equation we should therefore set up is the rate times "x", which is equal to the total cost of the phone call.
$0.99x = $1.83
therefore "x" is 1.84 minutes, or, roughly 1 minute and 50 seconds.
