Your equation is then
 
14.95(1.0825)x = 75
Solve for x,
 
x = 4.63
 
He can buy only 4 DVDs.
 
If he buys 4 DVDs, then the amount he would have spent is
 
$14.95(1.0825)(4) = $64.73
 
 
What he has left is 
 
$75.00 - $64.73 = $10.27
