I think you might be trying to find a "trick" to the question, but I don't think there is one. Let's not "over think" the problem.
We're given that 52,116 cars were registered at the 1st of the year, then an additional 4,193 in the 1st 6 months, then 3,085 in the 2nd 6 months.
I think all you need to do here is just sum them up!
