No.  There is no vinyl group in 1-chloro-3-phenylpropane.   A vinyl group (ethenyl group) is -CH=CH2.  The 1-chloro-3-phenylpropane has the structure φ-CH₂CH₂CH₂Cl where the φ represents a phenyl group.  You can see there is no presence of a vinyl group.
