The Jovian Planets consist entirely of gasses and, as far as we know, they don't have solid surfaces. It's all atmosphere, of increasing density and pressure, as you descend. Eventually the density approaches that of a liquid, but at extreme pressures and temperatures. It's not clear if there would be a defined liquid surface or just a transition zone where the atmosphere becomes less gas-like and more liquid-like in its properties.
