Since we know the increases for each year, let's call the funding in 1994 x.  Then we can add the increases for each year, add them together, and find x.

 

1994 + 1995 + 1996 = 11.32 billion

x + (x + 1.09) + (x + 1.09 + 0.50) = 11.32     (drop "billion" for now - we'll return it at the end)

x + x + 1.09 + x + 1.09 + 0.50 = 11.32

3x + 2.68 = 11.32
