Baby Face Nelson, a famous bank robber stole an armored truck with a huge shipment of $1 bills. The bills were in large bags and not grouped together in regular quantities. Baby Face thought it would be fun to count them one by one. Suppose there was one million dollars in the truck, how long might it take him to count them? Explain the mathematical reasoning behind your estimate it would take him to count one billion dollars

Since the problem statement did not specify the time it takes to count a single $1 bill, the most complete answer that a tutor can give you is

 

time = (number of $1 bills) / (time required to count a single $1 bill)

 

In one place the problem statement says there are 1 million bills, in another it says 1 billion.  Plug in the correct numbers, and you will have your answer.
