If there are 25 girls and 35 boys in the class (60 total), then the ratio of girls to boys is 5 to 7 (Think about the fraction 25/35 and reduce it to lowest terms --> 5/7.  

 

In order to create the largest number of teams, we would want the teams to have as few members as possible so 5 girls and 7 guys would be the make up of the smallest team.  You would end up with 5 teams of 12 where each team has 5 girls and 7 guys.
